The URL can be added to either the master source or the citation. The process 
is the same in both cases. Click the media tab and then click add media. In the 
drop down menu choose Internet website and add the URL in the appropriate box.

I am confused with why the SourceWizard has the URL for a source be in the 
Master source instead of the citation itself. I have not read Evidence 
Explained so perhaps I am missing something here.
