Don, Legacy only allows multiple windows to open sequentially, that is the one on top is a sub- window of the previous one. (I may be using wrong terminology here but I'm pretty sure you can't go from todo to another master source window.
As for copy sticking are you using keyboard or mouse to copy? Maybe try the other method and see if it works consistently.
