I think I see your problem so I have restated the issue in step by step
format to make it clearer.

 From Legacy home page
select Legacy Help Center menu click on "How to import files from other
programs"
page http://support.legacyfamilytree.com/article/AA-00890/ opens
Select Help Center Menu again and try to select an item

BUG1: As you scroll past the "How to import files from other programs"
option the menu closes

Select Help Center Menu again and try to select How to import files from
other programs

BUG2: The link on that choice is now
http://www.legacyfamilytree.com/tipsGEDCOMfiles.asp which generates an
error 404 File not found. The correct link should be
http://support.legacyfamilytree.com/article/AA-00890/

It looks like our web page coding has an error in the menu structure on
that "How to import files from other programs" option. I tested the menu
using other choices and they seemed to work when you reached the
destination link. I will forward this to the web site manager to have
the web pages corrected.
