It was changed because of people who had long-term relationships but weren't married had a problem with the "never married". So it was changed to "relationships" several months ago.
It still means the same. The person didn't have any relationship, married or otherwise, and never had any children. In Legacy, if you have a child, a relationship must be created, whether it's a sperm donor or a long term relationship or a marriage. It takes two to have a child and there must always be a biological father and a biological mother. So you can't have have children without a "relationship" of some sort being generated. On the Marriage Information window, Legacy realizes you can have a marriage or other long-term relationship without children.
