You don't go from Legacy to Legacy with a gedcom unless for some reason
you have to go back to an earlier version of Legacy from a later version.
A gedcom of your Legacy file is a backup of sorts but not nearly as good
as the Legacy backup.
If you create a gedcom using the Legacy option, most things will import
into a new Legacy file but there are still some losses. A major one is
the loss of SourceWriter sources if you use them. They're converted to
Basic style.

Thank you everyone. My computer is at HP Technical repair and I
purchased another one. (Getting a full refund). But I DID backup all
to my Dropbox. So that answers me - I will download to my new computer
from my cloud.
When I export a full gedcom of my file to a thumb drive or the cloud
does that backup include media files?
Are there any problems with importing my gedcom file rather than
restoring from Legacy cloud?
And I thought that was the easiest way to use all your devices to
access, work on, and backup the file? I'm not sure that not getting my
media files is satisfactory.
Or is there a better way to mobilize my Legacy files to access on
phone and tablet?

Media files are not backed up to Legacy cloud - just you database is
backed up. You need to restore your media files from your non Legacy
cloud backup.

None of my medial files transferred with the restoration!
