Robert,
Event Notes actually do get added in Ancestry unless there's been a
recent change - BUT they're added as an unnamed Source !!!!so they're
not at all obvious.
I generally just upload vital events for a skeleton tree on Ancestry but
have experimented with uploading more.

Thanks for your response. I did realise that I could add notes
directly into my ancestry tree - but I do not want to maintain two
versions of my trees, one on Legacy & the other on ancestry.

Actually you can put notes in Ancestry. In Facts you can add a
description to the fact. There is another place under Tools in the
upper right corner that notes and comments can be entered. The notes
in this area are added by the owner of the tree, but anyone can access
the comments portion.
We had a great session at rootstech on this.

There is no place on Ancestry for a regular notes
(general/research/medical) nor for event notes. This is a known
problem with uploading to them ☹

I am not a member and do not have a tree on Ancestry but my first
question to you would be if there is a place in Ancestry.com events
for a note? Even if Legacy exports a note for an event if there is no
place in Ancestry.com trees where that can be saved then the note will
not be imported by Ancestry.
A second question would be what settings you are using when you create
the GEDCOM in Legacy for upload to Ancestry. Are Event Notes turned on?
