No I don't think you can turn that off. I wouldn't turn it off anyway. It's a reminder to check whether or not I've finished with the source I have on the clipboard.
I don't use that copy to clipboard very often.

No.  When you click on the Copy to Clipboard icon at the bottom right
of the Assigned Sources screen you are asked "The Source Clipboard
currently contains a Source.  Do you want to Overwrite it or Cancel?"
There are buttons for those options.  I could be wrong, but I don't
think you can switch off that prompt.
