I did exactly what you suggested here, and it did not work either. I even went into My Computer and went into the Legacy folder on the hard drive and saw there were two icons (Coats of Arms), one for Legacy and the other one for Legacy40. I tried both and still got the welcome message to the update.

I am wondering if the file is simply not there. In other words, the update is not attaching itself to anything even though I get a message saying it has been successfully installed.

The Legacy40.exe icon is the setup file that INSTALLS Legacy.  This is why
you are installing the same files over and over.  When you click on
Legacy40.exe icon, you are INSTALLING again.  Once you have installed
Legacy, DO NOT click on this same file again.  To do so will only Install
Legacy again.

start Legacy.  Click on this icon and see if Legacy starts (it should).

If clicking on this icon brings up the setup program again, cancel out of
'set up' and then click on the icon again holding the mouse button down
while you drag the icon to your "Recycle Bin" then 'drop' (release the
button) it there.

Then:
1. Click on your "Start" button, go up to 'Programs' then over to the Legacy
    4 icon located there.  (DO NOT click on this with the left mouse button)

2. Right-click on the Legacy icon Holding down the 'right' mouse button,
drag
    the icon onto your desktop and then release the right mouse button.

3. Click on "Copy Here"

This should give you a good icon for Legacy.  Click on this new icon and
Legacy should start.  If it doesn't start, please get back  giving a
description of what you did.

Hope this solves your problem.  Let us know if it works.
