Karen, The only other thing I can suggest is that you uninstall Legacy and then reinstall it again. (Make sure that you go to Control Panel > Add or Remove Programs to do the uninstall. DO NOT just delete the files from the Legacy folder.)
Do this step BEFORE you do the new install---Drag all the Legacy icons (EXCEPT the one ending in ".exe") that are on your desktop, to your Recycle Bin and get rid of them. After getting rid of all the old icons, and then doing the new Install of Legacy, click on the NEW Legacy40 icon (NOT the one ending with ".exe"). This should get you into Legacy.
