To be sure, using infrared communication for a robot has certainly
proved to be not the best idea of LEGO's (it still beats me why they
ever chose it).
As there has been pointed out a many times now in the lejos-discussion
archives (*ahem*), problems as described may arise from ambient lights
or a not sufficiently positioned RCX.
Whereas a solution as Christian's will undoubtedly do the job, to my
experience dimming brilliant lamps or suns :-) and arranging the RCX in
front and slighty above the tower will answer in most cases.

Last summer, I devised a solution that solves the first problem (no
contact) and greatly reduces the chance of the second. I simply
constructed a cradle (with LEGO bricks, of course) for the RCX that
holds both the IR Tower and the RCX in a fixed position relative to
each other. It generally works on the first (failing that, second)
attempt.
Of course, this means that I have to physically disonnect the RCX from
the rest of the robot when I want to (re)program it...
