Let's not worry about this just yet.

Leo outlines have the potential to simplify everything.  For example,
@sb-page provides a context.  Leo scripts can use this context to
embed "hard" navigation elements into html pages.  This should
simplifying the JavaScript.

Let's see what I, a web novice, can do with Leo, rST, html and
JavaScript.   I should be able to produce a prototype quickly.  That's
next.
