Yes, exactly.

The developers here (not me, I'm just a user) are experts at using and
building Leo. A few runs have been taken at a better installer, but the
vagaries of Windows and it's lack of a default python have, thus far,
proven to be more work than they're willing to manage. I'm confident
someday it'll be licked, just not this day. ;-)
