This will be easier to implement. Most of the work will be on the
server-side.
It will also be more transparent. That's a VERY important quality.
Will many folks abstain from participation? Yes. That's their
choice. And I think that, unfortunately for us, it TRUMPS our need to
know how many people use Leo.

I think this is a very good draft. Makes a lot of sense. Unfortunately
it only captures new installs. Perhaps it could also check for a key in
the database, so it catches existing installs when they update via bzr?
The key would be a simple boolean, whether or not they've seen the
dialog. After that first time, it would never bother them again,
regardless of their choice.
