I think I found the problem with entering new shortcuts in the preferences dialog, it was broken for US keyboards as well. If you tried to enter shift+2 it would show shift +@.
I couldn't find a good solution for the default shortcuts though, the only documentation I found said to have localized shortcuts but that's also not correct because someone using a US keyboard with the french locale would then get the wrong keys.
