That is not the problem; the problem is that it should be clear to any
visitor of the web site that Cygwin binaries are not there, *despite
what the Cygwin FAQ says*.

Many Cygwin-related WEB pages are written by Cygwin enthusiasts, and
usually give that impression. However, Cygwin-ed applications normally
require only a few DLLs. RSYNC e.g., requires only CYGWIN.DLL.

One can hardly require everyone to use the CVS version. Or else why
distribute tarballs?
