and group may have been kept and not removed, or decided to not be

Yes, decided is correct. Trunk and systemd are being kept the same as
much as possible. Adding an unused user or group does not affect
anything. Note that in group we also have systemd-journal.
In group, tape and floppy are pretty meaningless too, but we keep them for
historical reasons.
