Why is a userid for messagebus, i.e. dbus, being created in the
initial passwd file, when dbus isn't being installed in LFS? Isn't
it more appropriate to create it in BLFS when installing dbus?

It may have been left over when there was work to combine the book for
both sysvinit and systemd, then it was decided to keep the books
separate. However, some things in the sysvinit book were kept and not
changed, like the addition of attr and acl in sysvinit. Messagebus user
and group may have been kept and not removed, or decided to not be
removed.

Yes, decided is correct. Trunk and systemd are being kept the same as much as possible. Adding an unused user or group does not affect anything. Note that in group we also have systemd-journal.

In group, tape and floppy are pretty meaningless too, but we keep them for historical reasons.
