It is a problem. There already is a UN Declaration of Human Rights which is largely ignored. It almost says there will have to be a world government at some point, but those who believe in limiting its authority had better be on the stick. One way would be a Planetary Bill of Rights, but you make a good point that we have a great deal to do here. Greg
