To remedy one contradiction, your provide another: How do know
that one of those artists/arts you reject won't be "rediscovered"
and "appreciated" later? Is it possible you could be mistaken in
any of your art assessments? If so, then the regulations you
propose only consist of non-consensual aggression against people
who hurt no one. (I'm not sure how lousy art hurts anyone
anyway.)

You misunderstood. People have the right to chose what they want.

But we are not talking about human choices and tastes, by artists
who often are too  advanced for their times and thus unwanted. 
Yet, as it often happens, few years or even a hundred years
later, they are rediscovered and appreciated.
What I was trying to say, that artists need to be protected. And
there should be some regulations to prevent abuse by the con men.
We would not want parasites to claim that they are artists, you
must agree.
