one can do a web search for the work of Sam Peltzman done in the 70s on  seat 
belts and air  bags
 
It showed that such safety devices make people feel less vulnerable so that  
they drove faster and killed more pedestrians
 
passenger and driver deaths went down, but pedestrian deaths and injuries  
went up
