While the US Constitution is a fine leap forward in LIBERTARIANISM 
and better than a whole lot of AUTHORITARIANISM that went before, 
it's by no means PERFECT.  

In the matter of sale of goods and services imported to USA, 
Paul has been describing CONSTITUTIONAL principles that are 
NOT consistent with UNIVERSAL libertarianism; aka nap, zap, 
'physical aggression truce' and so on.
