Wrong. Saddam did not lose a war against Kuwait. Saddam's fight with Kuwait was interrupted by an unwarranted, unprovoked, and unconstitutional war launched against him by the rogue nation of the United States of America. Any treaty signed under duress after this hostile invasion force attacked is null and void and he was under no obligation to follow it.
