The idea that everyone in the US should be forced to put up their money so that some can achieve the goal of overthrowing dictators that they don't like is not libertarian - it's as statist as any social welfare program. It's even worse becuase you are forcing people who value peace to pay for the killing of others - even people who may be innocent and caught in a crossfire or destroyed by our bombs. It's akin to forcing people who believe abortion is murder to pay for late term abortions. No matter how good the cause is, it's not charity and it's not libertarian if the money to fund the program is taken by force from those who earned it.
