While the president does not make the budget, every president gives a proposed budget. Reagan never even PROPOSED a balanced budget. He never vetoed all that excessive spending. In fact he pushed for greater and greater military spending and spending on SDI which never produced anything for America.
Reagan preached small government, but grew government faster than anyone before him and at a faster rate than anyone since him except for George W.
