My understanding of the 'hard core' Libertarian view is that, yes, we should wait before the attack upon US ships or soil before taking military action. I believe this is similar to the non-interventionist view before WWI and then, in relation to Hitler, after the invasion of Poland in 1939 until Germany declared war on the US. That is why I also believe, if this view is put in action with respect to terrorism, we will accumulate many more dead Americans until total war is declared. I do not subscribe to the view that, even if we withdraw every last American troop to US soil, the terrorists will just leave us alone.
