No not really.  They are clearly marked.  Hezbolla attacks from civilian houses 
and attacks wearing civilian clothes.  They are also attacking from mosques and 
hospitals and receiving war materials via (or did before it was shut down) the 
airport in Beruit.  They are also using ambulances to transport troops and 
weapons.

That is breaking the rules and makes those places military targets.
