So, by your logic, if some renegade group of Outlaw Pancho Villa style drug-running paramilitary Mexicans in Nuevo Laredo or Juarez or Nogales, crossed the border one night and murdered 8 Border Agents or National Guardsman, and kidnapped 2 others, and took them back across the border to their Military Fortress, while the Mexican Government just sat back in Mexico City impotent, and not expressing a willingness to act, it would be "equally the fault of the United States and Mexico"?
