The UN observers took shelter in a bunker from which they telephoned the IDF ten times, asking them to stop. They just entitle a person not in uniform to treatment as a POW. Regular armies and militias get such treatment automatically. Regardless, every person is entitled to Section 3 protection of the Geneva Conventions. Even if the enemy does not merit POW status, the Geneva Conventions do not authorize attacks on civilians or their property. Attacking civilian neighborhoods, as Israel is doing, is a war crime.
