Vic, you left out stipulation of 'credible threat' in your question!  

UNIVERSAL libertarianism prohibits a person from initiation, or 
credible threat of initiation, of physical force against the physical 
body or justly held possessions of a non-consenting innocent person.  

To get a more complete answer to your question you're going to have 
to be more complete in your parameter stipulations.  

But for now, one is entitled to 'browbeeat & bully' anyone *IF* done 
sans 'truce' violation; like, consensual bondage/s&m, ward off 
threatening gangsters, employee too lazy to get another job, and so 
on.
