I think that you cannot blame law enforcement and teachers. What happens does contribute to problems just by a very increase in population. I see no value in playing the blame game in any issue. Personally I would love to deport the villains we have. Unfortunately, they are overwhelmingly native born citizens who have three or more generations in this country.
