Prohibition never works. Where there are strong economic incentives, the nimble
and flexible evaders of the "law" will always outwit the clumsy, bureaucratic,
slow, dimwitted arm of the law, and use bribes where appropriate, violence if
necessary, or both.
Although rolling back the welfare state may seem difficult, it is a more
practical "solution" to your "problem" than trying to hold back the tide with a
fence. Prohibition is always very appealing because it seems simple and
straightforward. There is only one, very tiny, problem with prohibition. It
never works, and always causes worse problems than the one it was intended to
solve.
