I believe that's to safeguard the forum from spammers. It's a bit awkward, but
I think you should be able to comment on existing topics and unlock the ability
to post topics that way.

Like Ady said, editing the wiki article might be best in this case. The wiki
uses the same single sign on system as the forum.
