Choice of a sans-serif default globally was rejected for see also bug 172713.

But I would say that the Noto font superfamily, in either sans or serif
(possibly both), should be added to each of the VCL.xcu font sequences as each
locale would use.

Similar to what was done broadly for CJK support under bug 137393, with follow
up LO packaging of some of the additional Noto CJK fonts.

Just note that the list order (first available on system from the .xcu sequence
becomes "default") can affect multiple facets of LibreOffice builds.

Also, IIANM the automated qa tests are heavily structured to use the Liberation
v.2 fonts; so qa tests might have to be adjusted to track with changes to the
VCL.xcu. So placement in the sequence may not allow Noto superfamily as default
for some.
