Take LO out of maximized mode, and resize its appframe to give a little space beyond the right edge. Believe the right side docking target will show when you pass the right edge of the appframe. Also, helps to grab the Sidebar's title bar closer to the right side, it is the mouse pointer position that has to cross the right edge to trigger display of the docking outline.
