I am sorry to say this, but at this point I think that you need to
reformat your Hard drive and start over! It sounds like your registry
is fried. Just reloading windows will not work for you! If windows
can find your registry files it likes to keep them, this can lead to a mess,
which is what it sounds like you have.

The floppy drive in the Libretto, is a boot device, that means for DOS
you really don't need any drivers! If it will not work, then either the
floppy is bad, or your Dos is corrupt. As it works for you under
windows, I would say that means your Dos is corrupt.

Again if you have a **normal** non imported Libretto (not a Japanise
keyboard) then you really don't need a keyboard driver, to remap your
keyboard.

As has been pointed out to you it is **normal** from windows 95 on
to have a blank Autoexec.bat and config.sys file. Your Autoexec.bat 
file may contain a setting for the prompt char that you wish to use, and 
perhaps a dir to search if it can not find a command file. Loading anything
in the config.sys file will generally give you an error about real mode drivers
under win95, 98, 98se ME ect.
