Dear George,
My Libretto 50CT (Uk version) has the following in it's
autoexec.bat :-
mode con codepage prepare=((850) C:\WINDOWS\COMMAND\ega.cpi)
mode con codepage select=850
keyb uk,,C:\WINDOWS\COMMAND\keyboard.sys
and the following in it's config.sys :-
Country=044,850,C:\WINDOWS\COMMAND\country.sys
And my � and ~ keys work fine in dos mode :)
