Unless the Libretto BIOS is modified to boot from a PCMCIA device, there is no way that any Libretto AFIK will boot from one. If you manage to find a small enough CF to 2.5" IDE adapter that'll fit in the Libretto's HD slot (I've briefly looked, haven't found one yet - see archives), then you'll be able to format the CF card like any other IDE HD and boot from it (most likely as it works with a desktop PC).
