I'm suspicious of either a bad cell or a bad controller circuit...
Is the controller circuit part of the battery or notebook?

I know that when I accidentally shorted the 5V rail on the motherboard, I got that exact same problem with my L100 ... orange blinking light on AC power and no bootup. Perhaps the battery is shorting something? Or if it's happening with more than 1 battery, something is wrong in the charging circuit that's causing an unusually high current draw?
Is the orange light coming on straight away or does it actually go green for a split second the moment you apply AC power before going orange (or is it orange right from the time you plug in the pack and before you apply AC power)?With the battery inserted, the AC power LED glows green for about 15 seconds before going orange. The battery power LED glows orange for that 15 seconds and then goes out when the power LED goes orange.
There's also a pattern to the power LED orange glow if it means anything. It flashes 4 times, then pauses before flashing 4 times again.
If there's something I can fix relatively easily, I can do that. The notebook is going out to my niece when I get all the software installed. I'd just like to tell her whether or not it would be worth it to buy a new battery.
