Hi Matt!

I was a previous owner of a Satellite. And I already encountered the
problem you have right now. Its usually a bad battery  until proven
otherwise. The best way to check short of opening the unit is to get a
working battery for that unit and install it. This is what I did. Lucky me
the shop where I brought my unit had a satellite of the same model also for
repair, and viola, it readily resolved my problem. Satellites are pretty
sturdy units. I see that this is going to be a handme down to your niece,
and I believe your niece will still enjoy years of word processing and
emails if a new battery can be installed.

Is the controller circuit part of the battery or notebook?

I've looked and looked, but can find the old parts w/battery.  I'll have to 
ask my brother what he did with it all to compare.

With the battery inserted, the AC power LED glows green for about 15
seconds 
before going orange.  The battery power LED glows orange for that 15
seconds 
and then goes out when the power LED goes orange.

There's also a pattern to the power LED orange glow if it means anything.  
It flashes 4 times, then pauses before flashing 4 times again.

If there's something I can fix relatively easily, I can do that.  The 
notebook is going out to my niece when I get all the software installed.  
I'd just like to tell her whether or not it would be worth it to buy a new 
battery.
