That can be combined with a popup which allows to instantly reconnect
or to abort the countdown...

One could try to poll the HTTP response of
http://wwp.icq.com/scripts/online.dll?icq=1234567890 .
It contains "Location: /0/online0.gif" if one is offline (online2.gif is
unknown, any other image is some sort of online).
