Does LilyPond claim to consider skylines when choosing page-breaks ?
I don't see that it does. And experimenting around a bit, it would be hard
for it to claim that. Which is somewhat weird considering that it does
work with skylines when arranging the results of the pagebreaks (usually
achieving even staff spacing by interleaving skylines and using the gained
space to spread apart staves that probably were placed closer in the
pagebreak decision), and probably did so for very long. The difference
2.17.1 makes is considering skylines for stencils rather than only for
collections of stencils.
So that's definitely a different area worth investigating with regard to
making better use of page space. Reading the code, I was pretty sure that
skylines figured into the pagebreak calculations. Seeing the results, not
so much. So let's change the title of the summary (the problem does not
seem to be the relation of skylines to page breaks as such). But the basic
problem, namely that 2.17.14 creates a serious regression for vertical
spacing, remains.
