I am not exactly sure why including the clef in the staff results in
everything taking _less_ space and not _more_.
Well, this patch restores previous behavior fir this case apparently, so it
would address the regression. But this particular detail stinks like a bug
that would warrant further investigation. It could mean that fixing it
would do better than just getting 2.16 behavior back.
