As a test, I reintroduced the 2.17.30 behavior into 2.14.0 and it causes
the same bug. So I'm pretty confident that this patch addresses the sole
and unique problem causing the bug.
I agree that it is important to understand why bigger skylines result in
tighter page spacing - that seems counterintuitive. What I would recommend
is to remove the critical label once the patch is pushed but to leave the
issue open until the question is answered.
