There is no public NBN design document for HFC.
Yes, NBN is a wholesaler and should be supplying the "nbn connection
box" which
you would plug your router into. Similar to FTTP and FW, the RSP does
not have to
provide any equipment, unlike FTTN.
What is not clear is if NBN will provide the cable splitter (and
fly-leads) if you have
paytv.
