I tried the conmode= option but when I ipl'ed with a 3215 console the
kernel changed it to 3270 and I had no console. Possible a bug, but the
documentation indicated the conmode= was for the HMC console in LPAR no VM.
I would like to have the IPL console a 3215 and have dial up 3270's. This
is how we run our OS/390 and VSE guests. This would give the best of both
worlds. SECUSER support for automated startup and shutdown and dial
access for making emergency changes without the network or configuring
cloned images.

I don't think this is the only way to do it. There is a conmode= option for
the kernel that you can set to 3270, 3215 or HWC. I'm unable to
spot the default, but it does seem to build on whether you run
in a virtual machine, on a P390, and what has been configured in.
The obvious conclusion I would have is that Turbo have removed the
3215 support rather than additionally included 3270. Your recipe
may lead to something with no console support at all.
