You only pay for software one time when running on Linux for S/390, regardless of how many virtual machines it is running in. Some software will have 'per engine' charges, but there is nothing chargeable by the virtual machine.
If you want to run 7 DB2 UDBs or Connects on a uni-processor (or single IFL), you pay for one DB2 UDB or Connect license. The same goes for Websphere.
