What I was thinking might be good is a system-level program (i.e. VMBACKUP) that did not dump the data to a local tape drive, but talked to a server elsewhere that may run under linux to store the data locally on large mirrored DASD or to a tape drive. This would not be for full volume (disaster recovery) type operations but more for the individual file backup/archive and restore functions.
