He is missing the point. Tell him that the VSWITCH is a transparent bridge - that there are no "vswitch protocols". Your "mainframe networking guy" is probably a "z/OS networking guy" which means he isn't the one you need to be talking to. You need to be talking to the people who run your routers and switches as the VSWITCH operates according to the rules of an 802.1q switch (which they will understand). If your networkers want to run OSPF in your guests, go ahead. But if they just want to run OSPF simply for OSA failover, it isn't necessary as the VSWITCH provides that function transparently (kind of like built-in IP takeover).
