Hylafax (included with most distributions) is terrific for this purpose;
the problem is how to access a fax modem from the zSeries. I've used
Hylafax on an Intel Linux box with a Cisco dialup server as a remote
output device, so I suspect it would work equally well with a zSeries
Linux instance.

Two comments: 

1) if you use the "print to fax" functions, be aware that rasterizing a
PS or text file to a G3 fax bitmap is CPU intensive. Expensive to run on
Z processors.

2) Use CUPS as your printing system instead of lpr or lpr-ng. Setup is
*much* easier, and gives you lots of nifty output management options
(like spiffier header pages, WWW-based queue management, and generally
easier overall management).
