Not at all. You can set up a small script that telnets to a outboard
terminal server device, and uses a modem attached there. Hylafax
includes a sample script to do this with Annex and Cisco terminal server
devices. 

Combine that with NJE support from BSI, and faxing from VM, VSE or z/OS
systems is really pretty easy.
