YaST doesn't think there are any DASD devices.

If you don't see any devices then the driver did not see the
subchannels. You may have been confused by the dasd= option for
loading the module.

I believe at some point you tell YaST what the range of device
addresses is, with the parameters on the dasd driver when it gets
loaded (like dasd=...)  After that, YaST will go and probe those
devices to see how big they are. Your formatting of the disks needs to
between these two steps.
Alternatively, if you have another operating system on that machine
you could use ICKDSF to format the volume in 4K records (assuming the
MVS version also does the CPFORMAT command).
